The Building & Inspections Department ensures that all construction and alterations in Highfill are safe, compliant, and contribute to the community’s growth and appearance. You’ll find everything you need—permits, applications, inspection services, and city codes—all in one place.

  • How to Schedule: Call City Hall at (479) 736‑5711, then press 3 → 1.
  • Inspection Times: Monday–Thursday all day, and Friday mornings. Please schedule at least 24 hours in advance.

Commercial Building Permit Application

Commercial Building Permit Checklist

[✓] Septic Approval
• Arkansas Department of Health approved septic design letter (if applicable)

[✓] Manual N Site Plan
• Complete site plan showing property boundaries, proposed structures, and utilities

[✓] Stamped Building Plans
• All architectural/engineering plans must be stamped and signed by a licensed professional

[✓] Flood Zone
• If the property is within a floodplain, provide an Elevation Certificate (EC)

[✓] State Plumbing Approval
• Required for all commercial plumbing systems

[✓] MS4 / Planning Board Approval
• Documentation of Municipal Separate Storm Sewer System (MS4) compliance
• Planning Board approval (if applicable)

[✓] Contractor Licenses
• Valid licenses for all contractors involved

[!] Important Notes
Documents larger than 11×17 must be submitted digitally.
• All documents must be legible to be accepted.
Applications are not considered complete until all required documents have been submitted (online, by email, by mail, or in person).
• Incomplete applications may delay permit issuance.
• Permit must be posted and visible from the street before inspections.

Residential Building Permit Application

Residential Building Permit Checklist

[✓] Application

[✓] Contractor Requirements

  • Valid contractor’s license

[✓] Plans & Surveys

  • Complete set of house plans
  • Site survey (plot plan) showing property lines, setbacks, and proposed structure location

[✓] Utilities & Approvals

  • Benton County 911 address confirmation letter
  • Arkansas Department of Health approved septic design letter

[✓] Floodplain

  • If the property is within a floodplain, an Elevation Certificate (EC) is required

[✓] HOA/POA

  • If the property is within a subdivision with a Homeowners Association (HOA) or Property Owners Association (POA), check with the association for house design approval

Subcontractor Permit Application

Subcontractor Permit Requirements (Quick Checklist)

[✓] Permit Application
Completed Subcontractor Permit Application for the specific project.

[✓] Contractor License
A copy of your current Arkansas contractor’s license must be emailed with every new project permit application.

[✓] Email Submission
All subcontractor permit applications and required documents must be submitted by email to the City.

[!] Important Notes

Incomplete submissions may delay permit approval and inspections.

License must be submitted with each new project, even if previously provided for another permit.

Applications will not be considered complete until all required documents are received.
