Disabled Persons
In accordance with the Americans with Disabilities Act and exceptional customers’
needs, the Contractor will make reasonable accommodations for collecting the trash and
recyclables of customers with disabilities. Such persons shall be provided house to curb
service at the rate for curbside service. The City of Highfill and the Contractor shall be
responsible for making determinations regarding such reasonable accommodations and
shall implement procedures deemed appropriate for qualifying persons for such services.
Any persons denied such service shall have the right of appeal to the Highfill Planning
Commission in its capacity as an Appeals Board.
Trash Cart Rates

How often will the trash rates increase?
Republic Services may make annual adjustments will be based on the consumer price index for water, sewer and trash. Notification will be made annually with backup provided regarding this index.
What day is my trash collected?
Trash will be collected once a week.
If you’re inside city limits and have a trash cart, your trash day will be on Wednesday.
If you are outside city limits, please contact the Water Department at Highfill City Hall by calling (479) 736-5711 ext. 2.
If you have a dumpster, your trash day will be on Thursday.
Hours of Collection for Residential and Commercial Services
Normal hours of collection are to be from 6 a.m. to 6 p.m. on the City-approved
collection day(s) of each week. Exceptions may be made only when the Contractor has
reasonably determined that an exception is necessary to complete collection and transfer
of an existing route due to unusual circumstances or upon the mutual agreement of the
City and the Contractor. In either case the City will be notified.
How can I get an additional trash cart?
If you are interested in getting a second cart, you may obtain one by contacting the water department at Highfill City Hall by calling (479) 736-5711 ext. 2. We will notify Republic Services and have them deliver a second cart to you. Each additional trash cart will add an extra $5 per month.
What if I haven’t received my trash cart yet?
Please contact the Water Department at Highfill City Hall by calling (479) 736-5711 ext. 2 if you have questions or do not receive a cart. If you need to sign up for trash service, please fill out the Highfill Waterworks and Solid Waste Service User Agreement.
What if I have more trash than what will fit in the cart?
If you have more trash than what will fit in the cart, you will need to save it back for the next week’s pick up or schedule a bulk pickup request.
To schedule a bulk item, you can email [email protected]. You will need to give your name, address, and phone number. Republic Services will reply back letting you know when it will be completed.

Bulk Trash Pickup or Container Exchanges
Bulky Waste: Includes furniture, mattresses, tables, tools, large toys or parts thereof, and all items that are too large to be placed in a container bin.
Republic Services has answered our request to set up a way easier for residents to request bulk pick up or container exchanges.
We have set up a new way for customers to forego having to call Customer Service to schedule a bulk item or container exchange. The following email address will be used for these purposes:
The customer will need to give us their name, address and phone number. We will then reply back to them letting them know when it will be completed.

Right of Refusal
If Unacceptable Waste is discovered before it is collected by Contractor,
Contractor may refuse to collect the entire container of waste. In such situations,
Contractor shall contact City and City shall take appropriate action to ensure that such
Unacceptable Waste is removed and properly disposed of. If any Unacceptable Waste is
not discovered by Contractor before it is collected, Contractor may, in its sole discretion,
remove, transport and dispose of such Unacceptable Waste at a location authorized to
accept such Unacceptable Waste. City shall provide all reasonable assistance to
Contractor to conduct an investigation to determine the identity of the depositor or
generator of any Unacceptable Waste and to assist Contractor in collecting from the
generator or depositor the costs incurred by Contractor in connection with the
Unacceptable Waste. Subject to City providing reasonable assistance to Contractor as set
forth herein, Contractor shall release City from any liability for any such costs except to
the extent that such Unacceptable Waste is determined to be attributed to City. Title to
the Waste Material shall pass to Contractor when placed in Contractor’s collection
vehicle. Title to, ownership of and liability for any Unacceptable Waste shall at no time
pass to Contractor.
Unacceptable Waste for Disposal
Hazardous Wastes: Wastes, in any amount which are defined, characterized, or designated as hazardous by the United States Environmental Protection Agency or appropriate State Agency by or pursuant to federal or state law, or wastes, in any amount, which are regulated under federal or state law. For purposes of this ordinance, the term Hazardous Wastes shall also include motor oil; combustible fluids and materials; liquid paint; automotive batteries; items containing Freon; and waste tires.
Unacceptable Wastes: Wastes which are defined as highly flammable substances, hazardous waste, liquid wastes, special wastes, certain pathological and biological wastes, explosives, toxic materials, radioactive materials, material that the disposal facility is not authorized to receive and/or dispose of, and other materials deemed by state, federal, or local law, or in the reasonable discretion of Contractor, to be dangerous or threatening to health or the environment, or which cannot be legally accepted at the applicable disposal facility.
Yard Waste: Includes normal organic yard and garden refuse such as a tree, shrub, and brush trimmings; grass and other plant cutting; dead plants, trees, leaves, etc.
Construction and demolition wastes: construction and demolition debris such as building material, wire, lumber scrap, masonry scrap, drywall, roofing and similar materials.
Missed Collections
In the event that a regularly scheduled collection is missed and a complaint
received by either the City or the Contractor, and where no fault is found on the
customer’s part, a special collection of the solid wastes will be required by the Contractor
within two business days. The Contractor will pick up from City Hall on a weekly basis
all complaints received by the City against the Contractor related to Contractor’s
performance of this contract.
Holidays
Memorial Day, July 4th, Labor Day, Thanksgiving Day, Christmas Day and New
Year’s Day will be observed as non-collection holidays by the Contractor. If any of these
days fall on a normal collection day, collection and transfer services will be provided by
the Contractor on the following day; or the Contractor shall publish prominent public
notice to all affected customers of the revised schedule for the week. Contractor will
provide such additional collection service following Christmas Day as may be required to
collect the additional trash generated by that holiday. The suspension of collection service on any holiday in no way relieves the Contractor of the obligation to provide collection and transfer services once per week for each customer. Extending the hours of service to meet this obligation is subject to the City’s approval.
Inclement Weather
In the event that the Contractor misses a collection day because of inclement
weather, the Contractor shall adjust the collection schedule. If one day is missed,
services will be one day behind. If two or more days are missed, regular service day will
resume once it is safe. Those missed due to weather will be serviced their next service
day talking all waste. Contractor shall make all reasonable efforts to announce the
modified collection schedule so that residents will know in advance when their trash will
be collected.
